It should have never come as a surprise to fleet commanders that Holly Graf was unfit for a second assignment as a ship commander. A recent inspector general report illustrates that she was unfit for her first command, as skipper of the destroyer Winston S. Churchill from 2002 to 2004, during which she often verbally abused officers and sailors in full view of other crew members.
